Of course not knowing the circumstances it's impossible to make a clear
judgement.
Consider this scenario for example. A customer asks a roofer to
fix a leak. The roofer advises the whole roof needs to be reshingled (and
in fact the roof has failed in multiple spots and should be replaced); the
customer insists on some limited repair job like patching, or just
reflashing a chimney; the roofer says this is not a proper repair; the
customer insists that anything more would have been a rip-off and that the
patch is all that is needed despite the roofer's protests to the contrary
and the understanding that the work is not adequate.
Six months later the leak reappears and the customer blames the roofer.
I am not saying that's what happened here, but with almost no information
at all it's unacceptable to conclude the roofer in question was
unprofessional or incompetant.
